    Environmental Policy Conflicts on the Horizon: Vessel Antifouling Paints, Coastal Water Quality, and Invasive Species

    "Managing Hull Transport of Aquatic Invasive Species" Proceedings of May 11, 2005 Workshop in San Francisco, California.
    The University of California Sea Grant Extension Program collaborated with the California State Lands Commission to lay a foundation for solutions by convening a Workshop to educate participants, learn from them and ask for recommendations. This coordinated approach was chosen because hull transport of AIS is a complicated issue affecting commercial and recreational vessels.

    To ensure that the recommendations reflect the best available information and consider the concerns of affected parties, representatives from the shipping, boating and coating industries; vessel owners; port, harbor, and marina managers; state and federal agencies; research community and environmental organizations participated in the Workshop.

Spill reporting information is included, too. The four-color illustrations keep the tone light and fun.
    We are able to supply complimentary copies in modest amounts for posting at marinas, supply stores, boat shows or similar locations where many boaters can see them. Supplies are not sufficient to provide copies for individuals. The posters are NOT weatherproof.

Video content is based on a series of research and education projects conducted by Marine Advisor Leigh T. Johnson and Program Representative Jamie A. Gonzalez of the UC Sea Grant Extension Program in San Diego, where copper-based hull paints have caused levels of dissolved copper in bays to be above EPA limits.

The 30-minute documentary, in both English and Spanish, was produced in cooperation by the University of California Agriculture and Natural Resources Communication Services and the California Sea Grant Extension Program.

For one year, underwater hull cleaners documented coating condition, fouling growth and diver effort levels, and cleaning tool types while maintaining six boats with nontoxic bottom paints. Photos of the demonstration project's boats' hulls are presented in the Fact Sheet.

    This educational booklet summarizes:
    1) Technical information on currently available nontoxic antifouling strategies for recreational boats;
    2) Copper antifouling paint policies in the U.S. and Europe;

    As new regulations are passed to reduce copper levels in urban boat basins in San Diego and Orange Counties, the UC Sea Grant Extension Program’s educational outreach will help boaters switch to nontoxic antifouling strategies.
