Purpose/Interests of Organization: Our purpose is to eliminate storm and non-storm runoff into San Diego waters through education of employees and introduction of new technology.
Authority for Organization if part of a governmental process (Federal, State or Local regulation).
The district developed the HFDES Unit more than 6 years ago to address hydrologic issues, erosion control and siltation.

Our biggest challenge is building and maintaining a transportation system and protecting receiving waters. We have initiated changes in our process, introduced new technologies, and will evaluate the results over the next two years.
