1. Interagency and tribal cooperation in local watershed management
2. Buffer areas for source water streams, rivers, and reservoirs
3. Overgrazing of livestock on public and private lands
4. Transition of backcountry watersheds from agricultural to urban uses. Public education on the importance of watershed/source water protection.

The City of San Diego Water Dept. is implementing a water quality monitoring program in nine local watersheds. Our program incorporates the EPA Rapid Bioassessment Protecol for Rivers and Streams as a core monitoring and assessment tool. THe most important lesson learned is that interagency cooperation and communication is essenteial.
