Joint Powers Agencv formed between South Bay Irrigation District and the City of National City. Governed by a seven member Board.

1. Incorporate drinking water quality coals into Water Quality Control Plans
2. Identify strategies to manage and prevent deterioration of source water supply
3. Educate the public that source water quality is important in protection drinking water
4. Develop coordinated monitoring programs and share data
5. Identification of risk to water supply & water quality

Authority recentlv completed Phase I Stakeholder involvement outreach on Sweetwater river watershed (June 1998). The Authority is developing a watershed management plan and is involved with air quality and water quality monitoring.
